Summary of Experience
Linda serves as an Executive Director in the Government and Public Sector Practice of Ernst & Young LLP. She joined Ernst & Young in August 2008. Prior to Ernst & Young, Linda served in the Federal government for six years, most recently as Director of the U.S. Office of Personnel Management. In this role she was the chief executive of the agency responsible for the U.S. Federal government workforce. Previously, she was Controller of the Office of Management and Budget and head of the Office of Federal Financial Management. Linda's 25 years of private sector experience includes senior executive financial, strategic and general management positions at leading insurance and financial services institutions.

Work Experience
United States Office of Personnel Management (OPM) Director (Chief Executive Officer): Linda served as chief executive of the 10,000 person agency responsible for the Federal government's human resource planning, services and policies, benefit programs and background investigations for the 1.8 million employee civilian workforce worldwide. Responsibilities included administration of the Federal Employees Health Benefit program - the world's largest single-employer sponsored health insurance plan and the $700 billion asset Federal retirement plan. In this role she led OPM and the Chief Human Capital Officers Council in transforming the Federal human resource community to support the demands of a 21st century workforce. While at OPM, Linda
  • Began the modernization of the three decades old Federal retirement administration system including
    • converting and cleansing 150,000 file drawers of paper records
    • transforming policies, processes, and organization structure
    • developing interfaces with Federal government agencies and shared service centers
  • Reduced initial background investigation time by 50%.
  • Negotiated with over 120 health insurers for the lowest premium increase in 11 years.
  • Worked with major U.S. health insurers to give enrollees provider cost and quality information.
  • Added dental, vision and savings benefits to the Federal health plan.
  • Produced the first-ever national television advertisements promoting Federal civilian service careers.
  • Designed, implemented commercial best practice recruiting approach for agencies, "Career Patterns".
  • Introduced performance "beta sites" for best practice personnel management.
  • Led OPM Executive Offices to place first of 222 government offices for Effective Leadership and Strategic Management.
  • Led the Human Capital Initiative of the President's Management Agenda.
Executive Office of the President of the United States
Linda served as controller at the White House Office of Management and Budget (OMB). As controller of the executive branch of the Federal government, she established and oversaw execution of financial management policies and disciplines for Federal agencies and departments. She was also responsible for implementing financial management priorities of the President of the United States and leading the Federal government's Chief Financial Officers Council. While at OMB, Linda
  • Led Federal agency CFOs, the Treasury Department and the audit community to reduce Federal agencies' year-end financial reporting time from five months to 45 days.
  • Issued revised Circular A-123, Management's Responsibility for Internal Control, updating existing internal control certification requirements to implement relevant Sarbanes-Oxley type requirements for Federal agencies.
  • Issued the first comprehensive inventory of the Federal government's improper payments.
  • Led the Financial Improvement initiative of the President's Management Agenda
  • Established internet-based, government-wide financial management performance tracking.
  • Established the Federal Real Property Officers Council and led issuance of asset management guidelines.
Provident Mutual, Berwyn, PA
As Senior Vice President and Controller, Linda managed all financial operations, employee benefits, reserve setting, tax planning and financial projections, and was responsible for the company's corporate control environment. She led the company's corporate strategic and operational planning process, established and chaired the company's executive capital asset planning process, and managed relationships with financial ratings agencies. Linda implemented a corporate-wide Enterprise Resource Planning system. She also led key aspects of the company's demutualization and merger.

 

Penn Mutual Life Insurance Company, Philadelphia/Horsham, PA
As Vice President and Product Manager, Linda was responsible for full profit and loss responsibility for business lines having $2 billion in assets.
